En él se hacían alusiones a la España de la post-guerra.

Eager to resolve outstanding issues between the two countries, the British and Italians concluded an agreement. The British sought to eliminate tensions with the Italians in the Mediterranean and the Middle East, while the Italians wanted to gain a counterweight to their growing dependence on Germany. The British government recognized Italian sovereignty over Ethiopia and agreed to use its influence to convince other countries to do the same. In return, the Italians promised to withdraw their troops from Spain at the end of the civil war and to respect Spanish territory. The Italian government also promised to desist from promoting propaganda in the Middle East. Both countries agreed to recognize the status quo in the Red Sea region. The terms of the agreement became operational upon the settlement of the Spanish Civil War. British Prime Minister, Neville Chamberlain, was eager to reach an accommodation with the Italians to reduce tensions in the Mediterranean region.
